Dear Mr. Enrich:

I am in receipt of your August 8, 2003 letter regarding the September
16, 2003 Hanscom Field Advisory Commission (HFAC) meeting, and
appreciate the special plans that are being made to accommodate the
scheduled FedEx presentation.

FedEx is continuing to explore options that might satisfy our current
and projected requirements in the greater Boston market. Given the
significance of our proposal to the communities in and around the
Hanscom area, we believe it would be premature to make a presentation at
the September 16 HFAC meeting.

I am aware of your concern that any presentation on our proposal be
scheduled in a manner that will allow an adequate period of time for
HFAC review and comment to Massport, and I reaffirm my previous
statements regarding the minimum time period within which potential
FedEx operations at Hanscom might commence. While this timeframe would
not necessarily relate directly to the timing of any decision by the
Massport Board, FedEx recognizes and supports the statutory role of the
HFAC in this regard.

At such time as FedEx may determine to move forward with its
presentation to the HFAC, I will contact you in advance to discuss
scheduling arrangements.
